Thanks for the question. DEDA's $3.5 million loan to the Playhouse is interest-free for the term of the loan, which expires on Dec. 31, 2025. Any unpaid portion remaining after that point will carry a 5 percent interest rate--though of course we know how easy it would be to extend the zero percent if people wanted to do that. In any case, the story at this point is that the Playhouse will take out a mortgage after 7 years to pay off DEDA.
All of the NorShor agreements are included as attachments to city council Resolution 272. The Playhouse loan is Agreement #3.

Outwardly it looks like an interest free loan forever. Looking at a balance of $2.8 million on 12/25 just the interest at 5% would be $140k per yr.
Have you ever been able to see DEDA's finances? I am amazed they can lend that amount long term without any interest.
Thank you for helping spread the word that charter schools are public schools. They are not private in any sense of the word. They are supported by and operate on the tax dollars of the citizens of MN. They operate under the auspices of the Minnesota Department of Education. They must enroll all students who apply until they have met their enrollment cap. There are not any admission requirements at all. If there are open spots, any students can fill them. There is no tuition charged. The provide transportation and lunch programs. They are public schools. I have one child at a charter school and the younger one at an ISD709 school. We plan for both kids to go to ISD709 for middle school and high school. I view the decision to not sells Central to DPSA as a detriment to our ISD709 schools and am disappointed in the decision. I think selling Central to DPSA would help all students in our area and has the potential to strengthen ISD709.

I think you'll definitely have to keep a close eye on the school board. If our school board can't come to a fiscally responsible decision on the back of a financially disastrous facilities plan, what can they do right?? This farce has become the business as usual. And, if useless chicanery is what we're to expect, how can we feel anything but rage in supporting such a system with our tax dollars? How can we comfortable about sending our young people to their schools?
My question to you John, where do we go from here? How could we possibly reclaim our school board? And, restore democracy to an otherwise vital institution.

My solution, as with everything governmental, would be to make things more open and parliamentary. The school board levies more taxes on citizens than the city does--surely they should be held to the same standards of transparency.

I really, really think that any school board member--as well as the media and the public--should be able to attend agenda-setting sessions.
After this article came out, I spoke with Annie Harala on the phone. I asked her straight out: If a school board member other than the chair or the clerk gave advance notice that they would like to attend an agenda session, would they be allowed to? And she said no! They actually prevent school board members from attending agenda sessions. It's hard to believe. I don't think Robert would have approved.

I just had a chance to read this article. FYI, my family is at least one example of people in the Twin Cities who have taken notice of the Spirit Mountain improvements and have decided to co-invest with the city in the future of the area. We have two teenagers who ski, we like to bike and we love Duluth. I have cousins there who we like to visit as well. So - we recently bought one of the Spirit Mountain Villas! We have been extremely impressed with the area, the staff, and the amazing number of weddings that are being hosted at the resort this year! Our villas are booked almost solid through the Summer & Fall. When we visit we also take advantage of the other attractions of your wonderful city and happily spend our money.
As with many public expenditures, the metrics involved in measuring success are not the same as the business world. Creative leaders can spend money that provides benefits unseen by spreadsheets, but with pay-off in terms of long-term finances, public interest and preservation. While I cannot speak to each decision for each project along the way, I am personally confident that our family is part of a long-term trend that will prove these investments did, in fact, provide this broader and more meaningful pay-off.
